Dear Councilmembers, 

On behalf of the Citizens’ Alliance for Property Rights (CAPR), King County Chapter as the new President, I submit the following written comments to be entered into the record regarding the August 20, 2025 Local Services and Land Use Committee meeting packet and agenda. CAPR represents property owners and small business stakeholders across King County who are deeply concerned about the ongoing erosion of private property rights under the guise of “comprehensive planning,” “equity,” and “environmental stewardship.”

The call for administrative law reform:

Washington State Statutes Reveal the Need for Administrative Law Reform in a hypothetical situation of a Ban on Gender Affirming Care as Determined in the Supreme Court’s 6-3 decision in United States v. Skrmetti, as well as in Current Statute in Washington State which Allow for Gender Affirming Care.

The Supreme Court’s 6-3 decision in United States v. Skrmetti (June 18, 2025) upheld Tennessee’s Senate Bill 1, which bans puberty blockers and hormone therapy for minors to treat gender dysphoria, while allowing these treatments for other medical conditions. Tennessee defended the law as protecting minors from unproven treatments with risks like fertility loss.

Dear Executive Shannon Braddock, 

I am writing as a deeply concerned Washington State resident and business owner in King County to formally object to your recent announcement that King County will be filing suit against the Trump administration over alleged unlawful conditions attached to previously approved federal grant funding.

With the passage into law, and Ferguson's signature, HB 1858 along with HB 1696 has created a costly special interests program with yet to be proven results.  Never let a good idea go to waste takes on new overtones.  The Covenant Homeownership Program has not yet yielded results, but has taken a lot of revenue from the pockets of Washingtonians.

Rumor has it excessive property tax increases bills are off the table, according to the Washington State Standard.  Color me skeptical, but I see there is one property tax increase bill waiting a turn on the Senate Floor Calendar, as of this writing the afternoon of April 21st, SB 5798 quietly rests on a floor calendar which currently holds 13 bills.  I won't rest till these folks in the legislature all go home to plan how to pick one's pocket in future sessions.  Til then I do not trust the notion that bills are off the table.
